Here are the steps to prevent the registration of blogs from spammer domains or offensive domain names techniques:

1. Login as an admin user
2. Go to your Contol Panel
3. Choose Site Admin
4. Choose Options as shown
   
5. Scroll down and find Banned Email Domains.
   
6. Right click the Email Domain List File and choose new Window
7. Cut and Paste the line of words into the Banned Email Domains box after your current list
8. Click the Update Options button
